Officiating technology promised certainty and delivered a new argument
Adding measurement to refereeing moved the dispute from what happened to what the rule means, which is a change in the location of the argument rather than its removal.

What the technology was sold as solving
The promise was that decisions currently made by a human under time pressure could be checked against a record and corrected when wrong. That framing assumes the difficult part of officiating is perceiving the event accurately, which is true for a specific and fairly narrow class of decisions. Whether a ball crossed a line or whether a body part was ahead of another at a moment in time are questions with determinate answers.
Whether contact was careless, whether an action was deliberate and whether interference occurred are not questions of that kind at all. Applying a measurement solution to a category of decision that is interpretive was never going to produce the certainty advertised.
Tolerance and the illusion of exactness
Any measurement system has a resolution below which it cannot distinguish two states, and that resolution is set by frame rate, camera placement and modelling assumptions. Presenting an output as a clean line implies a precision that the underlying capture does not possess, because the true position lies within a band. When the band is wider than the margin being adjudicated, the displayed answer is a choice within uncertainty rather than a reading of fact.
Systems can be designed to display that uncertainty, and displaying it would undermine the confidence the technology was introduced to supply. So the presentational choice and the epistemic honesty pull in opposite directions, and presentation has generally won.
Where the argument relocated
Before review, disputes concerned whether the official saw the incident correctly, which is a question about perception under difficulty. After review, disputes concern whether the incident meets the definition in the rule, which is a question about language and intent. That second question cannot be settled by better cameras, because the ambiguity lives in the wording rather than in the picture.
Rewriting the rule to remove ambiguity tends to produce outcomes that feel unjust in cases the drafters did not anticipate. The trade between a clear rule and a fair one is old, and technology sharpened it rather than resolving it.
Effects nobody costed in advance
Review changes the rhythm of a match, delays celebration and alters how players behave when they suspect an incident will be examined. It also changes officiating behaviour, since an official who expects to be checked may defer a marginal call rather than make it. Deferred calls shift errors from one category to another rather than reducing their number, and the new category is less visible.
These are second-order consequences of the kind that rarely appear in a proposal and reliably appear in the implementation. Assessing whether the change was worthwhile requires counting them, and no one has agreed on how they should be counted.
The claim worth holding on to
Technology has genuinely improved the accuracy of determinate factual decisions, and that improvement is real and worth having. It has not improved and could not improve decisions that turn on judgement, because those were never limited by perception. Conflating the two categories is what produced the disappointment, and separating them would settle a large part of the ongoing dispute.
The remaining disagreement about interpretive calls is a disagreement about what the sport wants, which no instrument can adjudicate. That is an unresolved question of values rather than a technical problem awaiting a better camera.
